Designed by Michael Graves in 1994. Part of the mid-1990s effort to upgrade the quality of public architecture in Clark County. It is very reminiscent of the Michael Graves Walt Disney Studio building in Burbank, CA minus the giant Dwarves. (And it could really use some dwarves.)
